6. Child Care

When pregnant

6-01. Maternity passbook

Maternity passbook is used to record the health condition during pregnancy. It is also used to record the progress of health and growth of the children, vaccinations. When you report your pregnancy, you will receive it.

6-02. General health checkup during pregnancy

This checkup is for keeping and improving the health of pregnant women. When you report your pregnancy, you will receive Checkup Card.

After giving birth

6-03. Required procedures

  1. Have the doctor or midwife issue a Birth Certificate (Shusei Shomei-sho)
  2. Within 14 days (of the birth), bring the Birth Certificate and Maternity and Child Health Handbook (Boshi Kenko Techo) to your city, ward, town or village office and report the birth.
    At that time, receive a Proof of the Report of a Birth (Shusei Todoke Shomei-sho)

  3. Within 30 days (of the birth), apply for a status of residence (for the child) at the Immigration Bureau. However, if you intend to leave the country within 60 days, this is not necessary.
  4. Within 60 days (of the birth), make an alien registration (for the child) at the city, ward, town or village office.

6-04. Assistance for medical expenses of infants and toddler

We provide financial assistance for the personal liability amount to pre-school children from their date of birth to the first March 31st after they have become six years old and before they have enrolled in school, when they use their health insurance certificates at hospitals. (Except for the standard liability amount for meals during hospital admission)
When treatment is received at prefectural medical institutions, the financial assistance is automatically transferred to a registered bank account after the personal liability amount for the insured treatment is paid. (The automatic return system)
N.B.: When treatment is received at medical institutions outside the prefecture, an application with the receipt for the payment must be submitted to City Hall.
  • Necessary Documents: National Health Insurance certificate, Seal, bank account(except for Post Office), proof of earnings for the person who is under an obligation to support his children (in case of moving-in).

6-05. Allowance for children

Allowance for children will be paid to the guardian of the children, for purpose of stable family’s livelihood and rearing child healthily for coming society.
  • Those who receive the allowance
    Those who rear children (before completion of elementary school), and whose income is under standard level.
  • Public officials receive from agency that they belong to. Those who are receiving the allowance should report the present circumstance in June every year.

6-06. Assistance for medical expenses of mother and child

Health services for babies vaccinations

6-07. Vaccinations

In Japan, vaccinations are given to protect against infectious diseases and prevent the spread of such diseases among citizens.
Pay attention to directions of medical pre-examination sheets and vaccinate. You can get further information from Municipal PR Paper (Koho Ikoma).
Type Applicable age group
Polio ◯From 3 months old up to under 7.5 years old (2 shots at intervals of more than 6
weeks. Shot by 1.5 years of age, if possible.)
◎Group vaccination
BCG vaccine ○From 3 months old up to under 6 months old
◎Shot individually at designated medical facilities.
3-in-one vaccine
(Diphtheria,
whooping cough,
and tetanus)
○First vaccination: From 3 months old up to under 7.5 years old (3 shots at intervals
of 3 ~ 8 weeks)
○Follow-up vaccination: From 3 months old up to under 7.5 years old (1 shot
within 1~1.5 years after the first 3 shots)
◎Shot individually at designated medical facilities.
Measles
Rubella
○1st term: From 1 year old up to under 2 years old
○2nd term: From April 1 of one year before entrance into elementary school up to entrance into elementary school
◎Shot individually at designated medical facilities.
Diphtheria and
tetanus Second vaccination
○At grade 6 of elementary school
◎Shot individually at designated medical facilities.
Japanese encephalitis ○1st term: From aged 3 years up to under 7.5 years, Base vaccination is 2 shots
in the year, and 1 shot in next year.
○2nd term: 1 shot at grade 4 to 6 of elementary school
◎Shot individually at designated medical facilities.

6-08. Health Checkup of infants and toddler

To find and prevent children’s disease early, we treat early and help to keep health of infants and toddler (3-month-old infant, 7-month-old infant, 12-month-old infant, 1.5-year-old-infant, 2.5-year-old child, and 3.5-year-old child).

6-13. Child abuse consultation

The definition of child abuse has become broader with the amendment of the laws regarding the prevention of child abuse. For the sake of the sound growth of the child, please contact us if you suspect child abuse is occurring. We will maintain strict confidentiality regarding the identity of the person providing us with information.
  • Amendments
    • Expanded definition of the abused
      “Children who were abused” has been changed to “Children who are thought to have been abused”
    • Indirect and psychological damage to a child has been termed abuse.
      This also includes domestic violence (spousal violence) in front of the children.
  • Child abuse includes:
    • Parents who do not take care of and neglect their children
    • Physically wounding the child or committing violence that could wound a child
    • Words and actions that cause serious psychological damage to a child
    • Committing indecent acts with a child or causing a child to commit indecent acts
